From January 1 through today the market is up a positive 6% and the one year rate is down a negative 22%. The stock market is currently above its 1 year average which is the average price over the past 12 months.</p>
<h2>Why Buy Small Cap Stocks?</h2>

The 1 year average of the stock market is the trend setter for how the market is doing at any present time. It gives investors of mutual funds the update by knowing if the market is going down or up. Unemployment is at a 26 year high of 9 percent..Mutual fund companies are buying now because of the low prices. To say the market will finish 2009 in a positive percentage is not guaranteed.
